DHS’s Medicaid Unwinding Improves Over Time

CEO Report: Two new reports (here and here) from MN DHS highlight the “successes and lessons learned” from the unwinding of Medicaid eligibility during the pandemic. During the '“unwind,” nearly 1.5 million Minnesotans had their eligibility re-checked.

According to DHS, after seeing disproportionate coverage gaps by race/ethnicity at the beginning of the unwinding, DHS “eliminated disparities in loss of coverage at renewal time” for BIPOC populations over time.

Some other key findings include:

  • From the July 2023 to March 2024 renewal cohorts, there was a six (6) percent decrease in the total percentage of enrollees who were disenrolled.

  • Disenrollment rates for Medicaid enrollees aged 0–17 also showed an overall decline, with the most significant decreases observed from November 2023 to December 2023.

  • Disenrollment rates for Medicaid enrollees aged 0–17 also showed an overall decline, with the most significant decreases observed from November 2023 to December 2023.
